Tools -> Preferences -> Export -> Force Picture size by adding attributes (for width and height)
The picture files will always keep their sizes, unless you use an external program to resize them, but the HTML code will show pictures in the specified size then.
If you want to actually resize them, you have to use the batch function of a program like XnView or Irfanview to do the resizing (this can be done very quickly).
