What is the purpose of "move up/down/top/bottom" t

I cannot imagine purposes why I need move up/down/top/bottom icons in the toolbar.

Can I remove them ?

It is to change the order of the files in the list.
Order of the files can be important in some cases, e.g. using the "enumeration" or "from list" actions.
