I am wondering if it is possible to create JPG files with the report designer templates . That would be really nice to add movie info and cover into a CD in JPG format.

No, you'll have to put them in BMP.
That's not me that made the report designer (I used a ready-to-use library), and I guess that the one that made it forgot to include Delphi's JPEG support in it.
