Problem with encoding catalog's charset

I come form Poland and I would like to encode my catalog as iso-8859-2, but default metod is iso-8859-1 and i don't know how to change it. In 'catalog properties' is window titled 'encoding', but changing it doesn't work.

Catalog properties encoding is used when you save to XML, so it knows what charset you use. But it does not apply to what is displayed in the program itself.
The charset used is Windows' default charset (windows-1252 for West-Europe for example, windows-1250 for Poland if I remember well).
So you have to change the Windows Regional Settings for that. Or you can use the "AppLocale" program available from Microsoft's website, that allows to force a character set for a precise program.
